Both of these bugs are the same. The problem is not solved.

Either the ALSA maintainers are MIA, or the hotplug team don't feel like
fixing a problem (PCI enumeration) that has screwed things up across the
board.

Moving to udev is not a solution - it's an untested, uncertain alternative
with known bugs.
