It is convenient for the user if permission settings are in several
files.  Then if the user edits the permissions of, e.g., sound devices
and the udev maintainer updates udev.permissions then the user doesn't
have to merge her changes.

There is ample precedent for dividing up configuration files this way,
the most relevant example being devfsd's configuration.  The
/etc/devfs/conf.d/alsa file, included in the alsa-base package,
configures the permissions of sound devices on devfs systems.

Beyond that, it is just saner system design if service packages don't
try to know what's good for client packages but instead just implement
the right hooks.

So there are some reasons to move permissions data from udev to other
packages.  However, there may be reasons on the other side too.  Since
the udev maintainer has requested it, I'll remove the
alsa-base.permissions file.
