alsa-base 1.0.6a-5 provides a hook directory
/etc/alsa/modprobe-post-install.d/ into which other packages can install
scripts that will be run after the ALSA card driver module is loaded. 
It looks to me as if the programming of
/proc/asound/card[0-9]/pcm[0-9][pc]/oss
can be done via this mechanism.  (I presume that the contents of these
files do not really need to be stored prior to module removal or
shutdown.)
