The apm driver is, I believe, not fully functional when built as a
module. Because it is not present at boot, other drivers initialize
before it does. As a consequence those drivers cannot register their
callbacks with the apm driver and as a consequence they don't perform
power management on the devices that they control. (This was true of
Linux 2.4, at least; I assume that this is still true of Linux 2.6.)
Try building your apm driver integrally.
