The first step is to subscribe to pkg-alsa-devel at lists.alioth.debian.org.
You can help right now by answering the question asked by the submitter of
#342649:

Questions like this come up from time to time and I don't know how to
answer them because I don't use advanced features of the ALSA library.
Next, please look for the bugs tagged 'help' at bugs.debian.org/src:alsa-lib
and see if there's anything else that falls within your domain of knowledge.
Let me know if you have things to contribute to the packaging per se, such as
a man page for .asoundrc (hint hint).
