I normally run Ubuntu Breezy, on which /proc/1/environ contains no PATH setting,
as you say.  udevd's environment does contain a PATH setting, however, which is
presumably why Breezy usrs report no problems with modprobe not being found.

On my Debian system booted with three different versions of sysvinit, proc/1/environ
does contain a PATH setting.

my kernel: Linux 2.6.12-1-686
my kernel boot paramters: root=/dev/hda6 ro acpi=off apm=on

With sysvinit 2.86.ds1-1:
OLDPWD=/ HOME=/ acpi=off TERM=linux PATH=/usr/local/sbin:/usr/local/bin:/sbin:/bin:/usr/sbin:/usr/bin:/bin2 PWD=/mnt apm=on

With sysvinit 2.86.ds1-4:
OLDPWD=/ HOME=/ acpi=off TERM=linux PATH=/usr/local/sbin:/usr/local/bin:/sbin:/bin:/usr/sbin:/usr/bin:/bin2 PWD=/mnt apm=on

With sysvinit 2.86.ds1-8:
OLDPWD=/ HOME=/ acpi=off TERM=linux PATH=/usr/local/sbin:/usr/local/bin:/sbin:/bin:/usr/sbin:/usr/bin:/bin2 PWD=/mnt apm=on
