[Pkg-alsa-devel] Bug#336110: libasound2: Fail to read conffile while locale numerical delimiter is not '.'

Real values can not be read in any way from conffile while locale 
numerical delimiter is not '.'
Example locale is ru_RU.KOI8-R. This make any mixing configurations unusable.

Patch resolve this issue in proper way.
