[Pkg-alsa-devel] Bug#355301: alsactl: man page has nothing about 'power' command

As the title says.  Man page for alsactl has nothing about the 'power'
command, which 'alsactl --help' refers to.

Found in Backports version of alsa-ctl, but after discussion on
backports mailing list, there is no reason that this wouldn't apply to
Etch/Sid.
