Do you really need to do a tar-in-tar setup to fix this bug?
I've dealt with tar-in-tar setups before (packages using DBS) and I am
glad I don't need to do it anymore -- all have transitioned to normal
tars.

What do we win doing this? We should fix the Makefiles or our rules file
so distclean does what it needs to do. Maybe I'm missing something
though.
