Try again... Not installing a conffile is not enough, you also need to
delete it: http://www.dpkg.org/dpkg/ConffileHandling .

It also looks like there is something wrong with the packaging because
the file is listed in /var/lib/dpkg/info/alsa-utils.list but not in
/var/lib/dpkg/info/alsa-utils.conffiles .

While you are fixing conffiles, this is the right time to remove
/etc/udev/alsa-utils.rules and its symlink in rules.d/ and install it as
/lib/udev/rules.d/80-alsa.rules instead (this is the same name used by
the Ubuntu package which already fixed this).
