So if your webcam is an usb one its driver should be always last
priority.

This shows that your PCI card 0 [CMI8738] has the default prio, This
is what you want.

Those problems are discussed multiple.
Bug closed hereby, as ist isn't ALSA's fault. It seems to be a
configuration issue,
