Is the "OSS/free emulation" the BIOS part?

What is the difference using the "original" BIOS?
In the Debian Wiki the original Bios is used and patched.
Why it is patched and is this maybe the reason that IEC859 is not working
anymore?
Up to know i only understand that we have to parts:
1. The driver that is loaded by the kernel dynamically to communicate with
the CSxx chip.
2. The firmware which is the elemntary software for the DSP in the CSxx
chip.
When there is provided a free BIOS within the ALSA-project why there is a
problem with DFSG?
Or does the ALSA solution need the original BIOS anyway?
