The packaging style change lead libanthy split into libanthy and
libanthyinput portions by the maintainer team upload to unstable.

But that upload caused RC bugs.

The maintainer tried to solve it with several uploads but failed.  As I
understand, the breakage reported doesn't affect emacs (egg) user but
for standard Gnome CJK input via ibus and fcitx fail (maybe uim too)

Since this library transition is a bit complicated, it is better to
update not just libanthy/libanthyinput but their -dev files with so
major version included in the package name to allow slow transition
without breaking dependency etc.

Please accept these to unstable.

This blocks updates of 3 input methods.

the primary maintainer as I understand.
