I am getting some kind of certificate error on the website
https://apparmor.451f.org
Elsewhere online I find a Debian AppArmor mailing list, a Ubuntu
AppArmor mailing list, and a Launchpad site.
As I understand the situation, Debian and Ubuntu are working together
closely, and the Launchpad site is upstream. Is this correct?

There are no instructions regarding submitting profiles for Debian
AppArmor on the wikipage.
https://wiki.debian.org/AppArmor/Contribute

On the main wiki - http://wiki.apparmor.net/index.php/Profiles - is
written the following:

Patches and new profiles can be contributed by posting them to the
mailing list for review. Please see the CommitPolicy and Versioning
before sending patches.
If you are a launchpad user, or wish to join launchpad, launchpad
allows creating custom branches of the apparmor-profiles repository
and you can submit merge requests from your own custom branch (see
Using Launchpad with AppArmor)

                             Thanks,

                             Pat
