Package maintainers certainly can and do act as proxies with upstream
in general, *but* in the case of patches submission, that frequently
need a few roundtrips to get it right and merged, having a proxy in
the way most often just wastes time for everyone.

In *this* case, Steve Beattie (upstream developer) was kind enough to
reply you here, so no need to take this matter upstream :)
