Some small notes from someone who doesn't know anything about debian 
packaging ;-)

- maybe another headline "Usertags for bugreports" (or similar) would 
  make the mail a bit more readable.
- the usertags list probably needs a hint to set the usertag for 
  pkg-apparmor-team at lists.alioth.debian.org
