[pkg-apparmor] Bug#776043: Please make apparmor Multi-Arch: foreign

To allow cross-arch installations of packages depending on apparmor,
a foreign stanza is needed. This was one requirement to install
armhf docker.io packages to a arm64 system.

It possible that apparmor package as whole is not multiarch safe,
so this bug and patch is kind of RFC
