[pkg-apparmor] Backport of 2.9 for Wheezy

Hi,

for the record, to avoid duplicate work: I have a backport of Jessie's
AppArmor userspace for Wheezy. At first glance it seems to work fine.
My plan is to first evaluate it inside Tails, and iff I decide we want
to ship it in Tails (ETA: end of July), then I'll push my branch to
Vcs-Bzr, upload to the official wheezy-backports, and maintain
it there.

If anyone wants to test it themselves earlier:
