[pkg-apparmor] Bug#822475: dh-apparmor: use aa-enabled instead of aa-status --enabled

Starting with AppArmor 2.11 beta we should use the lightweight
aa-enabled in dh-apparmor, instead of "aa-status --enabled" (that
"might need some of the apparmor python modules, which will make it
less lightweight" at some point).
