I can't provide an explanation, but the apparmor-parser package is not part of Debian
http://snapshot.debian.org/binary/apparmor-parser/
and it never has been, so I'm not sure how you can upgrade from that package
https://codesearch.debian.net/search?q=apparmor-parser&page=1 shows that the package is part
of Fedora maybe?
My wild guess might be that some external repository (Debian or Ubuntu), were providing that
package, and the Debian maintainer provided an upgrade patch from unsupported third party repositories.
In any case, that change is in Debian since years, so I think we can drop it.
