[pkg-apparmor] Bug#1089225: apparmor.service can't start due to PROC undeclared

Dear Maintainer,
for a while now, apparmor.service fails to start with the error message "Found
reference to variable PROC, but is never declared". Almost all files that
contain this variable are located in abstractions/ and are part of the apparmor
package. Other "offending" packages are ibus-hangul, cups-daemon or evince, to
name a few. The file /etc/apparmor.d/tunables/proc is present and contains

# @{PROC} is the location where procfs is mounted.
@{PROC}=/proc/

which should theoretically suffice to declare the PROC variable.
