Submitted upstream as

BTW: the profile already allowed a slightly different directory:

    /usr/share/transmission/web/** r,

but I don't know transmission enough to know if this is an "old" path, 
or might be distribution-specific. However, I can at least confirm that 
the openSUSE packages (both Tumbleweed and Leap) also use "public_html".
