I've reassigned this bug report to the packages that ships
/etc/apparmor.d/usr.sbin.cupsd.

I suspect the maintainers will need the corresponding AppArmor denial
logs to investigate.

(At least with my own network printer, it works fine on current sid,
so it might not be trivial to figure out what the problem is.)
