What I do for the NVIDIA and Shibboleth lists is hold mail from
non-subscribers, add auto-accept rules (in Privacy options / spam filters)
for the headers:

    X-Debian-PR-Package:
    X-Debian: DAK

and then watch the moderation queue.  Anyone who sends mail that's
legitimate I whitelist when I approve their message.

It works really well, but it does require watching the moderation queue,
unfortunately.
