[Pkg-auth-maintainers] libntlm debian packaging rewrite & upload to experimental

Hi.  I just rewrote the packaging stuff (using dh9) for 'libntlm' and
uploaded it to experimental.  Please review my upload if you have time,
I'll upload to unstable in a while unless there are objections.

Cc'ing the pkg-auth list too since this is a security related package
(well, sort of).
