[Pkg-ayatana-devel] libdbusmenu / libindicate debian packaging license?

Hi,

as you may have noticed, me and some others [1] are trying to bring 
Indicators from Ubuntu to Debian [2].
While doing so, I noticed that you do not explicitely state a license 
for the debian/ directory of the packages you have in Ubuntu, making 
them GPL3 as the rest (or main part) of the package. However the lib* 
dirs in libdbusmenu and libindicate are LGPL-2.1|LGPL-3, but when we 
build them with a GPL3-licensed debian/rules etc, we might end up with 
the final binary being GPL3 too (IANAL here, just want to avaoid 
possible problems later) and thus not linkable to e.g. GPL2 apps (or 
actually the other way round, GPL2 apps would not be able to link to 
libdbusmenu).

Thus my simple question: would it be possible to relicense the whole 
debian packaging of these two to LGPL-2.1|3?
