The reason was for migration.  We wanted users who had already
configured their panels to have one to get a seamless migration.
Migrating gnome-panel configurations is very difficult, and not
recommended if you don't have to.

I'd recommend that Debian move the indicator-applet-session .server file
to match the rest of them in indicator-applet and not override the
FastUserSwitchApplet namespace as Debian does not have this migration
issue.
