Sorry, i mislead you.
ucf don't register managed files in 
/var/lib/dpkg/info/package.conffiles
Such ability is only in dpkg roadmap yet. This will be in future, but 
not now.

What is about config files management (user prompting, etc...) - i 
don't wrong :)
