[pkg-bacula-devel] Building reproducible

Hi!

I had some time and thought I check what has to be done to get the
package built reproducible.

Using diffoscope and building the package twice from the same DSC showed
that indeed the packages where identical, thanks to debhelpers builtin
dh_strip_nondeterminism.

Easiest TODO so far ;)
