[pkg-bacula-devel] Building with debhelper 10

Hi!

I just did a test build with debian/compat=10 to test the new debhelper
version 10.

The build works fine and from a cursory glance everything seems OK, with
changes to the way dh_installinit starts/restarts daemons upon
install/upgrade, this being a known change.

Also dh_installdeb now escapes arguments to dpkg-maintscript-helper,
example:

-dpkg-maintscript-helper dir_to_symlink /usr/share/doc/bacula-fd
bacula-common 7.0.5+dfsg-4~ -- "$@"
+dpkg-maintscript-helper dir_to_symlink /usr/share/doc/bacula-fd
bacula-common 7.0.5\+dfsg-4\~ -- "$@"
# End automatically added section

In summary both variants of the packages are functionally the same, the
dh_installinit change (which is OK) and the maintscript change (which is
also OK) being the only differences. All other changes in sizes and
checksums are a result of the other changes.
