[pkg-bacula-devel] debhelper 13

Hi,

I compiled and diffoscoped the dh12 and dh13 versions before make the 
merge and found no differences in active code in any of the dpkg scripts, 
just one comment changed from "# Automatically added by 
dh_installsystemd/13" to "# Automatically added by dh_installtmpfiles/13".

Other than that, nothing happened, so it is safe to assume that the change 
is safe to do.
