I agree with you that this sentence is misleading.
What have been meant, is that the Bareos database is only accessed
directly by the Bareos Director (and some helper tools).

I changed the description to the following in master:

- This package provides common files for the Bareos Director daemon.
+ This package provides generic abstraction libs and files to connect
the Bareos
+ Director daemon to a database.

This will later end up also in the Debian packages.
