[Pkg-bazaar-maint] ship developers docs or not?

The Debian packages for bzr currently disable shipping the developer
documentation in HTML form. I think this is unhelpful, as there is API
documentation and so on there.

I can enable this for the bazaar-vcs.org packages alone, but thats only
a fraction of our userbase, so my preference is to have it enabled for
Debian and Ubuntu too.
