[Pkg-bazaar-maint] ship developers docs or not?

Cool. We have another issue that has come in since rc1 - the doc
reorganisation.
Specifically, what to do with languages in the packaging - should we
ship just english for now (trivial to do), or split out the docs by
language, or ... ?
