I'm not so sure that splitting out a package per language is a good
idea. I can envisage a situation where there are more languages than
files in each package. If it gets large then a bzr-doc package can be
used.

The trade-off is between unwanted files on a user's computer, and the
overhead of extra binary packages (in terms of maintenance and the
strain on resources etc.).
