Although not identical, this problem is extremely similar. I have
narrowed it down to the symlinks in:
  
  /usr/lib/python2.4/site-packages/bzrlib/plugins/builddeb

Point to files in

 /usr/share/pycentral/bzr-builddeb/site-packages/bzrlib/plugins/bzr-builddeb

whilst the files actually existed in:

 /usr/share/pycentral/bzr-builddeb/site-packages/bzrlib/plugins/builddeb

A 'mv' fixed this for me, but--of course--this may not be the way to
solve it in pycentral.
