[Pkg-bazaar-maint] reconciling Ubuntu and debian package versions

There are three things to reconcile that I can see -
 1) the build-deps are different. The ubuntu ones look correct to me.
 2) the docs are wrong in the Ubuntu version - we can drop that
 3) the changelog needs integrating if we want to reflect both sets of
work (I think we should).

Anyone object to me doing this and syncing Ubuntu with Debian for
simplicity? Ubuntu has python2.5 as the default and is not shipping 2.4
on the CD - but I see no reason not to change the version of python used
in debian to 2.5 also - we support both 2.4 and 2.5 but distros should
be using the latest release where possible.
