Oh, that indeed looks interesting for ubuntu. Since python 2.5 is very
likely to be installed anyway, apt should not bother to satisfy that
dependency.

However, I see a problem in debian, when both python 2.4 + 2.5 are
already installed and the user requests to install bzr. In that case,
apt won't bother to install python-celementtree as well. However, bzr
will use the default python, and bzr will break.

I hope I'm wrong here, though.
