I asked scott about the upload to Ubuntu, and he noted:

I think hes entirely correct :).
So.. I think we should tighten the dependencies for all the packages
which warn when bzr's version is mismatched:
bzrtools
bzr-gtk
bzr-svn
They should not conflict: (its not an unpacking problem) but rather have
breaks:. Hmm, I wonder if theres a 'I am broken by' rather than 'I break
X' header. Anyway, 'breaks: bzr >> 0.16' is probably sufficient.
