[Pkg-bazaar-maint] Bug#464688: bzr upgrade doesn't choose correct repo format by default

Hi folks,

I tried to use `bzr upgrade` to upgrade my branch from whatever format
bzr-svn uses to the latest. In this case, I believe it should convert
it to 'rich-root-pack'

However, this didn't work and an error was reported:

 "bzr: ERROR: Cannot convert to format <RepositoryFormatKnitPack1>.
 Does not support rich root data."

I ran the command again, specifying --rich-root-pack and it worked. I
discussed this with upstream on IRC and they advised me to report this
as this option should be the default for this version of bzr. I don't
know whether or not this is a Debian or an upstream issue.
