This probably shouldn't be an assertion. However, what you're trying to
do is adding a by-reference nested tree to the containing Bazaar branch
so this can't succeed at the moment.. 

You should be able to get Bazaar to ignore the svn plugin by running
something like  "bzr --no-plugins add debian/"
