When creating a .orig.tar.gz file using "export-upstream", bzr builddeb
should set the timestamp on the exported files to the time of the
revision that was exported rather than the current time. 

Without this, it is two different uploads will include orig tarballs with 
a different checksum, which causes PPA to refuse uploads for all but the
first upload.
