[Pkg-bazaar-maint] [MERGE/builddeb] support for building from remote branches.

Hi James,

Attached is an updated version of my patch to allow bzr builddeb to
build from remote branches. Did you receive the original email? I
remember sending it out but I now can't find a copy of it.

This patch allows pointing bzr-builddeb at a URL to build, e.g. just
this to build the bzr packages:

$ bzr builddeb http://bzr.debian.org/pkg-bazaar/bzr/unstable

Of course, because of bzr-svn it should also be possible to point it at
any svn-buildpackage Subversion URL.

The patch also makes bzr-builddeb stricter
about .bzr-builddeb/{local.conf,default.conf}. .bzr-builddeb/local.conf
can never be versioned (to make sure pulling from an untrusted branch
doesn't add it) and .bzr-builddeb/default.conf has to be. This is
because .bzr-builddeb/default.conf may be retrieved from a remote tree.
