There isn't any team documentation, but we follow procedures similar to
those of many other teams in Debian. Please request membership for the
pkg-bazaar-maint project on alioth.

You're very welcome to maintain a bzr-explorer package as part of the
pkg-bazaar-maint team. I should be able to sponsor uploads of such a
package, but would prefer to not be the actual maintainer because of
time constraints.
