[Pkg-bazaar-maint] Latest bzr release

So now that there are two concurrent bzr releases, how do we want to
handle packaging?

So I think 2.0.x should go into unstable. We could potentially uploade
2.1.bx into experimental but I wonder if anyone would really use it?

For the Ubuntu PPA I'll create a branch and upload to ~bzr and
~bzr-beta-ppa as already suggested on debian-devel.
