[Pkg-bazaar-maint] Updating qbzr in debian

I am already working in packaging of qbzr 0.18.1. I am fixing all
lintian warning and infos (as you can see in
http://lintian.debian.org/full/stefano@karapetsas.com.html) and I hope
to finish in one or two days.
