I thought we didn't really have maintainers in Ubuntu... ;-)

Being less agressive about uploading new versions seems reasonable to
me; I'm not sure if that makes it easier or harder to catch breakage
though.
Note that the plugins that were historically most prone to breakage
have either been orphaned (bzr-svn, bzr-git, bzr-xmloutput, bzr-loom)
or removed from the archive (bzr-hg).
