This regression is caused by a new version of python-configobj (5.0.6-1), which
has altered behaviour for non-ascii strings.

We should patch bzr rely on the new configobj behaviour, and then update its
dependencies to python-configobj >= 5.0.6.

I don't think I'll have time for this in the next couple of weeks, and I've
actually been trying to step away from bzr maintenance for the last year or two
(and failing) so any help would be welcome.
