The reason is a cut'n'paste error in the build dependencies:
  python3-paramiko (<< 1.12.0) | python-paramiko (>= 1.14.1)
                                 ^^^^^^

Note that the << alternatives for python{,3)-paramiko could also
be completely dropped, even jessie has python-paramiko > 1.14.1.
