I'm disabling these two tests for the moment, since they try to muck
about with Python's filesystem encoding (which has changed on Python
3.8). They're not super important, and I'm hoping Martin has some idea
of what the best way forward here is.

And have filed a bug upstream: https://bugs.launchpad.net/brz/+bug/1861398

For these, it looks like the order of attributes in the serialization
of XML elements has changed:

I've added a patch to force a specific ordering, which should resolve
this.
